Programme Overview
This three-day programme on Quality and Cost Based Selection (QCBS) for Procurement of Works and Services is designed to enhance the capabilities of procurement professionals in adopting quality-focused approaches within public procurement processes. Aligned with the General Instructions on Procurement and Project Management issued by the Department of Expenditure, Government of India, the programme provides in-depth exposure to the QCBS methodology, including techniques for defining quality criteria, evaluating bids, and structuring contracts that balance cost with quality. Through case discussions, group work, and deliberations on the best practices in public procurement, the programme offers real-world perspectives on implementing QCBS effectively. Q&A sessions with the experienced resource persons and domain experts will help address participant queries, ensuring they leave equipped with the knowledge and tools
needed to apply QCBS in their respective organizations.
Objectives
Competency Enhancement To familiarize participants with the principles and statutory provisions w.r.t. public procurement in IndiaTo acquaint participants with Quality and Cost Based Selection (QCBS) Methodology and related procedures.To apprise participants about QCBS modalities on GeM & e-Procurement. The Programme aims to strengthen competencies in Operational Excellence (Core Competency No. 8) and Public Procurement (Functional Competency No. 6) per CBC’s Competency Framework.
Duration
The programme duration is 3 days from October 13-15, 2025. Participants are expected to arrive a day before commencement of the Programme and may leave after the conclusion of the Programme on 15th October 2025.

Venue and Accommodation
The Programme will be held at ASCI’s picturesque Hyderabad campus. Participants will be accommodated in single occupancy AC rooms.
Fees
Residential Fee - Rs. 43,700 + GST
Non-Residential Fee - Rs. 37,700 + GST
The fee covers tuition, boarding and lodging, courseware (in electronic form) and other facilities of the College. 10% discount on the Programme fee will be given to organizations nominating three or more participants, provided the payment is credited in ASCI’s bank account before October 10, 2025.
Last Date for Nomination
Nominations may be submitted in the format attached with this brochure by email. Last date for submitting nominations is October 03, 2025.
Last Date for Withdrawal
October 06, 2025. Any withdrawals after this date will entail forfeiture of fee paid, if any.
Medical Insurance
The nominees are requested to carry with them the proof of Medical Insurance. The sponsoring agency is required to endorse the
nominees' medical coverage in the event of hospitalisation.
ASCI Alumni Association
Participants of the College programmes will automatically become members of the ASCI alumni association.
Certificate of Participation
The College issues a Certificate of Participation on conclusion of the programme.
