Dr. N Ramesh Kumar hails from Guntur District of Andhra Pradesh. He belongs to the 1982 batch of Indian Administrative Service (IAS) of Andhra Pradesh.
Notably, he served the famed Tirumala Tirupati Devasthanam as Joint Executive Officer (1987 to 1990) and as Executive Officer (1995 to 1996). He was the youngest Executive Officer to serve TTD.
He was the Commissioner Commercial Taxes (1999 to 2003) and was member of National Empowered Committee that implemented Value Added Tax (VAT), a precursor to GST.
He was Principal Secretary - Agriculture & Marketing, Housing & Cooperation Depts (2003 to 2006). He was Principal Secretary Finance (2006 to 2009). Dr. N Ramesh Kumar served as Special Chief Secretary to Governor of AP & Telangana (2009 to 2016) at a crucial time of division of State.
Post retirement he served the nascent State of Andhra Pradesh as the first State Election Commissioner (2016 to 2021).
Dr. N Ramesh Kumar was the founder CEO – Naandi, a renowned voluntary organisation of public private partnership. He is a member of the Executive Committee of Centre for Democratic Reforms (CDR) which works for tribal empowerment in East Godavari District of AP. He is the founder Secretary of Citizens for Democracy (CFD), a civil society nonprofit organisation which works for democratic values and in propagation of right to vote. Dr. N Ramesh Kumar is associated with the Rishi Valley School, Madanapalli, founded by the philosopher J. Krishna Murthy (JK), as member of its board.
He is a member of Court of Governors of Administrative Staff College of India (ASCI) since 2018 & has taken charge as Director General in August 2024
Dr. N Ramesh Kumar is an MA & PhD in Economics. He has a degree in Law.
