Mr. Rutwik Dilip Phatak is an Assistant Professor specializing in Procurement, Operations, and Project Management. He is also the Project Director of the Capacity Development Resources Centre (CDRC) at ASCI. Rutwik primarily oversees consultancy projects and training programs in Public Procurement, Project Management, and Contract Management as well as capacity development initiatives for externally aided projects. An alumnus of the Indian Institute of Management (IIM) Shillong, Rutwik brings over a decade of experience working with esteemed organizations, including the Government of India, The World Bank, Jal Jeevan Mission, Government of Assam, SEEPZ SEZ, and CivicDataLab.

He has managed multi-million-dollar procurements, conducted due diligence for both state and central government organizations, and provided expert consultancy. His contributions to procurement policy development include assistance in drafting the Assam Public Procurement Rules and the EXIM Bank's Procurement Policy & Procedure for LOC Projects . Additionally, he played a key role in launching the ‘ Open Contracting India ’ initiative. Rutwik is also among the select few certified MAPS (Methodology for Assessing Procurement Systems) assessors in India.

Over the past five years, Rutwik has trained more than 2,000 officers from the Central & State Governments in India, officials from Mongolia, Zambia, Mozambique, Uganda, and Bangladesh, as well as major public sector enterprises, including SAIL, OIL, GAIL, HAL, NMDC, NHPC, and ONGC. His current areas of interest include Sustainable Procurement, Vendor Rating Systems, Resilient Supply Chains, Public Private Partnerships, and FIDIC Contracts.
