Mr. Rutwik Dilip Phatak
Assistant Professor
Rutwik Phatak is an Assistant Professor in the area of Procurement, Operations, and Project Management at the Administrative Staff College of India. He joined the Centre for Management Studies at ASCI in March 2023. Rutwik has close to 9 years of experience in the development sector, including 6+ years of experience in procurement policy and practice
At ASCI he acted as Resource Person for various MDP’s Viz: ONGC Young Leaders Programme on
Understanding Financial Statement: ONGC Balance Sheet and Understanding cost drivers and cost control,
MDP entitled “Finance for Non-Finance Executives of “Gujarat State Petronet Ltd and Coir Board, Ministry of
MSME, GOI, MDP entitled Basics of Accounting & Finance for Officers of AEGCL Capacity Building under
NERPSIP Power System Improvement Project, MDP entitled Cost & Management Accounting for Officers of Fin.

Rutwik started his career as Prime Minister’s Rural Development Fellow and assisted district administration of Hailakandi in implementation of developmental programmes like MGNREGA, Saansad Adarsha Gram Yojana, etc. Subsequently, Rutwik worked in the Finance Department of Government of Assam for implementation of the World Bank financed ASPIRe project, initially as a core team member and thereafter as a Procurement Specialist. Rutwik played a pivotal role in Assam’s public procurement reforms process. He assisted in drafting the Assam Public Procurement Rules, 2020 and conducted capacity building workshops for more than 200 officials at different levels of government – from sub – district level to the office of the chief secretary. Rutwik also led the process of inception of a Massive Open Online Course (MOOC) on public procurement for Government of Assam.

Since June 2021, Rutwik worked as a freelance procurement consultant with organizations such as The World Bank, SEEPZ SEZ Mumbai, Jal Jeevan Mission Assam, and CivicDataLab. Rutwik was a core team member for the Open Contracting India initiative. Rutwik is a certified MAPS assessor and trainer in the domain of Green Procurement.

Besides his professional career in procurement, Rutwik also headed a non-profit organisation named Transformation through Research, Education and Empowerment (TREE) Foundation from its inception in 2016 where he designed and implemented projects in the states of Meghalaya, Assam, Sikkim and Chhattisgarh.
