Lt Gen Neeraj Varshney, VSM, Commandant of MCEME, delivered an engaging and thought-provoking address at the ATMA Nirbharta – Karmayogi Management Development Programme. Speaking candidly, he reflected on leadership, governance, and the deeper role of rules and processes in shaping effective systems.

He highlighted that rules were historically designed to maintain order, ensure fairness, and maximise societal benefits. However, their true value lies not in rigid adherence but in their ability to enable positive outcomes. When applied with integrity and flexibility, rules can empower progress; when misused, they can hinder it.

Lt Gen Varshney urged participants to see themselves as active contributors to the system—individuals who can speed up delivery, enhance effectiveness, and work for the greater good. He emphasised three key capabilities for impactful leadership:

1. Knowledge and Expertise – mastering one’s domain.
2. Adaptability – remaining flexible to achieve objectives.
3. Commitment to Outcomes – focusing on results over processes alone.

Using relatable analogies, he illustrated four “speeds” of governance—ranging from systems with both capacity and desire to deliver, down to those lacking both—and challenged the audience to aim for the highest level of performance.

In closing, he called on participants to align their skills, values, and actions with the national mission of Atma Nirbharta, adopting the Karmayogi spirit of dedication, continuous learning, and service to the nation.
