Profile

Mr. J. Satyanarayana is an accomplished Indian Administrative Service officer and a pioneer in e-Governance and digital transformation in India. He has held several key positions, including Secretary, Department of Electronics & IT, Government of India, and Part-time Chairman, Unique Identification Authority of India (Aadhaar).

Key Contributions

He has been instrumental in conceptualising and implementing over 20 landmark e-Government projects at state and national levels, including eSeva, Passport Seva, MCA21, BangaloreOne, APOnline, and eTAAL. He played a pivotal role in shaping national ICT policies on cybersecurity and cloud adoption (Meghraj).

Thought Leadership

His strategic vision has driven the development of Enterprise and Ecosystem Architecture frameworks, notably India Enterprise Architecture (IndEA), Agile IndEA, National Digital Health Blueprint (NDHB), and National Digital Education Architecture (NDEAR).

Current Engagements

Currently, Mr. Satyanarayana advises C4IR India, World Economic Forum on responsible deployment of emerging technologies. He also consults for WHO SEARO, guiding digital health initiatives in member states. He leads The DPI Academy, building global capacities in Digital Public Infrastructure for developing nations.

Publications

He is the author of two influential books: e-Government: The Science of the Possible (2003) and Managing Transformation: Objectives to Outcomes (2012). He holds master’s degrees in Physics and Business Administration.
