Profile

Dr Reshmy Nair is Associate Professor in the Centre for Excellence in Management of Land Acquisition, Resettlement and Rehabilitation (CMLARR), Administrative Staff College of India (ASCI), Hyderabad. She has graduated in Economics (Hons.) from Shri Ram College of Commerce, Delhi University and holds M. Phil & Doctorate degrees in Economics from Jawaharlal Nehru University, New Delhi.  A UGC (NET) qualified academician with keen research interests, she has served as a faculty in reputed institutes in Delhi NCR. Prior to joining ASCI, she was associated with Agriculture Insurance Company of India Ltd wherein she handled various responsibilities in the technical, legal and operations area.

 

Dr Nair has conceptualized, designed and directed customized capacity building interventions on ‘Land Acquisition, Resettlement & Rehabilitation (LARR)’ for senior IAS Officers (sponsored by Department of Personnel and Training, Government of India), World Bank Supported Projects, Asian Development Bank supported projects and several public sector organizations like NTPC, NHPC, NHDC, NPCIL, Coal India, Border Roads Organization, DFCCIL etc.

 

The CMLARR, established under her leadership and with the support of the World Bank is the first and only Centre in the country involved in dedicated research and capacity building in LARR. The Centre has trained more than 500 dedicated officers in LARR during the last couple of years. She has directed the widely appreciated International Conference on Resettlement, Rehabilitation and Benefit Sharing which saw the participation of 110 participants from 20 countries. Another initiative which received great acclaim was the National Conference on Best Practices in Resettlement and Rehabilitation (sponsored by Ministry of Rural Development, Government of India) that discussed the parameters and methodology for constituting National Awards on Best Practices in R & R. The annual announced programme on LARR directed by her, has been receiving unprecedented participation including senior officers from numerous public and private sector organizations.

 

The CMLARR has been actively working with the Ministry of Rural Development in the formulation of rules to the new legislation on Land Acquisition. The CMLARR is also providing advisory guidance to other Institutes across the South Asian region in strengthening their capacity building interventions in LARR. Presently, the Centre is advising the University of Peradeniya, Sri Lanka on their short term LARR course. The World Bank is supporting the  CMLARR in its growth as the South Asian Regional Centre for Excellence in LARR.

 

Dr Nair is a National Social Expert in the two member Panel of Experts constituted by the Directorate of Energy, Government of Himachal Pradesh for providing advisory guidance to  the Directorate on the social issues in hydro sector development. She has been delivering specialized sessions on the topic in various Conferences/Workshops as well as Management Development Programmes conducted by ASCI as well as other institutions. She has researched extensively and has published several papers in reputed journals in the areas of food security, public distribution system and agriculture insurance.

Her current areas of interest include Development Issues in Economics, Land Acquisition, Resettlement and Rehabilitation, Agricultural Insurance, Food Security, Public Distribution System, Monitoring and Evaluation of Development Interventions in Rural and Social Sectors etc.
