The Administrative Staff College of India (ASCI) is a leading institution in the Country for providing training, research and consultancy services to Government, Industry and International Agencies in different disciplines of Management. Established in 1956, at the initiative of Government and Industry, ASCI offers management training programmes and undertakes research and advisory work at the request of government, industry and international agencies. Registrar & Secretary
(a Group-II Level)

The Registrar will be responsible for personnel, legal and general administration matters at the College, and will be the Secretary to the Court of Governors. The job requires knowledge of handling personnel matters, finance, law and general administration. Excellent communication skills, leadership qualities and inter-personal effectiveness are the important attributes required for this position.

The position requires multi-disciplinary experience in these areas to provide effective support to the Director General who is the Chief Executive Officer. The candidate should be a Post-graduate degree, preferably with recognized (additional) qualifications in Finance / Accounting, Law and/or Management, with relevant experience in dealing with industrial relations at senior level in administration or in service organisations.

 3. Minimum Salary
(per month)
Minimum Gross Pay Rs.151942/- per month (including Basic Pay, House Rent Allowance (30%), Dearness Allowance (142%), Conveyance Allowance (Rs.3200 + DA %) & Contributory Provident Fund at the minimum of the scale). Higher emoluments may be considered for deserving candidates.

The above position carries a number of other benefits. Apart from the pay, the incumbent will be eligible for LTC, Contribution to Medical Insurance and Gratuity. This appointment is on a contractual basis and initially offered for a period of Three years, subject to probationary period of one year. The age of superannuation is 60 years.

 5. Superannuated persons  Superannuated persons with requisite experience can also apply, if they are less than 65 years of age. In their case, a negotiated consolidated pay would be offered in lieu of the above scale.


Job Description for the Position of Registrar & Secretary


Working under (i) the overall guidance and superintendence of the Director General and the Chairman, Court of Governors; and, (ii) in close coordination with the Deans, the role of the Registrar & Secretary (R&S) is to facilitate streamlined and smooth business operations of the College by ensuring efficient and effective delivery of services by all support functions.

Duties & Responsibilities

Accordingly, the duties and responsibilities of the R&S include:

1. To be responsible for the management and optimal utilization of physical and financial resources of the College at Hyderabad as well as at New Delhi.

2. To assume complete and comprehensive responsibility for all matters relating to personnel, industrial relations, human resource development, procurement, stores, legal, safety, security, transport, establishment, premises, estate, information technology and general administration of the College.

This would encompass:

a. Guiding, supervising, coordinating and monitoring the activities of the personnel in the above functions thereby ensuring smooth operations;

b. Strategizing, planning for and bringing about suitable improvements on a regular basis in the physical, utilities and facilities of the College as per felt-needs and identified gaps;

c. Facilitating and ensuring the smooth conduct of the various College events, academic and research activities;

d. Enforcing discipline and imposing penal actions where warranted as per the extant College rules, towards ensuring orderliness and decorum on the campuses, at all times;

e. Ensuring the safety, security and good upkeep of the movable and immovable assets of the College;

f. Preparing and monitoring administration budgets for the College on a quarterly, half-yearly and yearly basis;

g. Ensuring that the planning and budgeting activities as well as the performance review and variance analyses are carried out in a timely manner at regular intervals on physical, financial and manpower parameters and reporting the status thereof to all concerned;

h. Coordinating and facilitating the conduct as well as the work of the various Committees of the College and ensuring timely implementation of the decisions taken;

i. Ensuring total and timely compliance with all the legal, regulatory and statutory requirements as may be applicable to the College as per the relevant Acts and Laws;

j. Preparing (where not existing) and updating at regular intervals, the Standard Operating Procedures (SoPs) and/or Operational Manuals (OMs) for every major function and activity of the College, capturing in them, norms, policies, guidelines, principles and practices;

k. Ensuring due compliance by all concerned with the SoPs / OMs, for the smooth conduct of the business operations of the College;

l. Appointing and dealing with all matters relating to external agencies like manpower, catering, and house-keeping agencies, vendors/ suppliers, banks, service providers, office of the labour commissioner, law firms, District administration, etc. as needed for ensuring smooth conduct of the affairs of the College;

m. Any other duty / responsibility as may be assigned from time to time by the Director General and/or the Chairman-CoG.

3. To function as the Secretary to the Court of Governors. This would include:

a. Ensuring timely conduct of the meetings of the Governing Bodies of the College as well as the Annual General Meeting and preparing draft minutes of the meetings obtaining Chairman, CoG’s approval;

b. Ensuring timely action and compliance of the decisions taken;

c. Ensuring that timely management information is provided on the progress/status of affairs of the College, violations/exceptions (if any) as well as on matters of topical interest and current concern to the College.

Reporting Relationship

Will work under the overall guidance and superintendence of the DG and report to the DG and the Chairman-CoG;

The Asst. Registrar, Administrative & Industrial Relations Officer (Bella Vista Campus, Hyderabad), Sr Administrative Officer (College Park Campus, Hyderabad), Assistant Librarian and the Resident Manager (New Delhi Centre) report to the Registrar & Secretary.


Any good Post-graduate degree, preferably with recognized (additional) qualifications in Finance / Accounting, Law and/or Management, with relevant experience in dealing with industrial relations at senior level in administration or in service organisations.


Good inter-personal and communication skills; Proven ability in leading and working in teams.


45 - 50 years


At least twenty years in the role-responsibilities described above, of which, at least five years as Head of a key function/process, reporting to the Head of the organization.

Preferred Profile of candidates

HoDs from reputed companies in the corporate sector; Heads of functions from reputed academic institutions of higher learning like IIMs; Officers of the Armed Forces not below the rank of a Brigadier or equivalent; Officers in the service of the GoI not below the level of Director; Executives of Central Public Sector Enterprises not below the rank of General Manager of a Schedule-A company etc.
